That just makes it more suspicious of the driver stopping needlessly in front of the pedestrian, tho.

what I'm talking about are things that did not get saved. but you wish they had been whatever the reason for missing it. you forgot to push the button. you didn't know that you had to use the button in a certain situation. you took too long to push the button. you did push the button but it was the wrong button. you were unconscious, you were distracted with the stupid driver trying to force his way around you and yelling at you then getting interrogated by police for 10mis that you forgot to use the button.

It shows possible slowing as it passes the person, them kicking it, then it stopping.

We can't say for sure because the video doesn't show the light changing, if the pedestrian entered on walk but was delayed for some reason, they had right of way (based on upthred law). Otherwise the vehicle did.

The truck was slowing down before that.
It was slow (which normally is a good thing when in close proximity to a person), but was it still slowing? Anyway, we agree the vehicle stopped after the kick. From the front camera, we can see the nose dip after the kick showing braking.

wow poor girl. I'm surprised she got up from that and appears not to have broken anything. I seen my little sister get hit in very much the same way. she was crossing the street after buying an ice-cream from the ice-cream truck. she walked into the road from behind the ice-cream truck trying to unwrap her ice-cream. guy driving had just enough time to slow down enough that it wasn't worse much the same as this incident. But she flew about the same as this one did. her ice-cream went a little farther like this one with her phone. she got up crying for her ice-cream paramedics show up and said she'll be fine she only had a big burse on her upper leg. people will be in the street when you don't expect them to. As drivers of machines that can kill someone we have to do what we can to avoid colliding with people or pets even if they are in the wrong. hitting someone with your car no matter what the circumstances are is always wrong. That's why I always slow down and watch for people when passing an ice-cream truck, school bus or any vehicle on the road that may be unloading passengers.

We can see the truck speed across the intersection then slow down without cause. If the truck had not slowed, the pedestrian would have never reached it.

Your comment about it stopping is a red herring.

Makes me think this video was intentional blocking by the truck driver. Was that their buddy and they missed and had to slow down for the gag? (The video cuts off before the pedestrian leaves). Were they just being a jerk and delaying the pedestrian because they could?

It wasn't my question, it was the question you responded to. Hitting someone is a completely different topic than who had right of way. And who did is clearly spelled out in the law you linked to.
If you want to say that right of way is irrelevant, that's fine, but doesn't change the determination of who did.

Without cause? So seeing a pedestrian headed your way is not a reason to slow or even stop?
Had the pedestrian not jay walked they would not have reached the truck. Had the pedestrian started running, they might have reached the front of the truck.

All those "what if" are separate from the facts presented:
The truck had right of way (independent of duty to yeild)
The truck stopped after being kicked (independent of any deceleration before the kick)
Anyone is free to assign whatever level of significance to those items that they wish, but that doesn't make those items any less true.
