This is just a theory, but I think FSD actually needs hands on real time driver feedback in the CT and though you don't HAVE to, it may help accelerate improvement of the quality of the driving (such as staying centered in the lane).
It is not supposed to be hands off as of now anyway, but I've noticed that when driving on fsd, applying gentle active feedback on the wheel without disengaging, FSD actually moves more toward the middle of the lane and stays there, like its seeking and accepting your feedback and correction.
I've also noticed that if it truly doesn't know what to do, it will disengage much more readily and without as much resistance if you are providing active steering input.
Ive noticed that similar driver inputs are accepted by the system for the accelerator (if it hesitates at a light, intersection, or from a parking spot or driveway, a gentle tap gets it going). Maybe the system just needs more active driver feedback while its still learning?
