There should be a hotline that you call and have the security guard of that location come out and tell the person to move. I've also seen it happen a handful of times.

They should put little smart spikes like at airports at the end of the spots like at an airport. If you’re in violation, they go up and act like a boot and will not come down/release the boot until you pay whatever they deem is a reasonable violation fee.
That’ll put an end to all that shit including Tesla owners using spots for convenient parking only.
It’s been fine so far being lax about this but chargers are already more crowded and it’s only going to get worse.

Not necessarily illegal, I’ve seen many places with ev charging including a Tesla Supercharger that specifically says “anyone can park” with smaller text that explains to only park if there is no parking elsewhere where. I think it has to do with the parking lot owners wanting to have EV charging but not loose Parking capacity.

Drivers must commit to a specific stall via the app before the barrier will lower.

Wouldn't be a problem in Extract Mode, though lol
