A leaky vault cover is of dubious value if you do not live in a dessert. It is fine for security and aerodynamics but will let my valuables get wet, LOL. If Tesla starts offering a car port should we expect it to leak?

That is not remotely fair. At very least Tesla should provide the choice to get the PowerShare hardware for free.
