This is not a bug. You can disable this feature or remove saved locations if its not working as intended/. This feature also requires you to be under 3 mph. Controls menu - fold mirror settings - disable "fold mirrors based on location". or navigation / service and delete any pre-saved spots

I'd say it is just a normal vehicle thing. Oxidation is expected, especially if you're driving in snow and salt. You could wire it off and throw some grease there if it really bothers you.
