This behavior is probably the worst problem on freeways. In 12.x it would try to change lane even going at 1 mph below set max.
It does this to me on a neighborhood road - with yellow markings only at the end. Model 3 doesn't do that.
CT does slow down later than Model 3 (HW3). So - I'd intervene if it doesn't seem to be slowing down in time. It happened a couple of times in the earlier version - not this one (yet!)...
Lane changes & merging have been issues for quite some time.
I cancel lane changes close to exits (or signal at the right time to change to exit lane). Same with merging - change lane before the merging lane ends.
FSD got good with roundabouts starting with 12. But with CT - it struggles a bit - not in figuring out when to get into the roundabout (which was the problem earlier), but how to actually drive.
