I don’t think they would worry about that for AP,FSD.
All indications are that the control software and API for CT are different enough that they probably have new APIs, with which AP/FSD has to interface. This would be brand new (at least quite a bit changed) and needs time to develop and test.
IMO, Tesla will sell FS until they are ready to ramp up. How the production ramp up progresses will dictate when they start the general production since it would be difficult to sell enough FS to fill the production of say over 5K per month. Definitely not 10k per month.

Oh man. I suggest searching on Radar and how Tesla finds out distance without using radar. It was presented in one of the early AI days by Karpathy. Discussions around this raged on in TMC for months and months.

BTW, the difficulty was with removal of Radar, not ultrasonic. Ultrasonic is a problem for parking.

I think the main reason for taking time to turn FSD on in CT would be testing. They can easily ignore the new camera, for eg. The API they use for CT control is probably same / very similar to other vehicles. So, the actual integration would not take up too much time. But they do have to test -...
I've one planned for summer. Will anyone get a non-foundation CT by then ... probably not. My RN is 1289* ... so, its unlikely I'll get a foundation invite. If I do - I may be tempted to place the order against my better judgement.
That doesn't sound right. Almost all orders are below 1281*. So, obviously the reservation number matters.
That doesn't mean thats the only criteria. They have additional criteria like geography (and as you say may be prior ownership) etc.
