Off-road/Overland/High is the highest you can drive without speed limitation. In "Very High" mode, my speed tops out between 18-22mph. Lowering to "High" removes the speed limitation once it lowers to that level.
I might be seeing this wrong, but what happens if you start off in Off-road/Overland/High (roughly 12.7" clearance unlimited speed), then connect trailer. I'd assume at each stop after that, you'd get the "Exiting Off-road" pop up, and then you could select the option to stay in off-road mode.
