I installed mine over the weekend. I have the crossbar the other way up on my install so that the center bolt has something to attach to.

I'm the one who cut my own mount holes in the other post. I can confirm that all hardware is still there including accessory power feed.
Edit: I remember that even after measuring carefully that I was still a bit off and had to lengthen some of the holes. Go figure.
I should point out that my decision to purchase the rack was based on the fact that you could remove and reposition the crossbars. On similar racks, the rearmost crossbar is integral to the structure and I wanted to be able to remove them if I needed to carry something tall in the truck bed.
