Would you be able to tell us at what point in the process a contract becomes legally binding? Is it after the court establishes its standing and makes orders, after a hearing of the claim?
I'd like to add to that that the CT doesn’t go, fast enough for skin friction to have an effect. But a bit larger suface undulations will affect it, like golf ball dimples or shark skin, or poorly applied wrap that flaps in the wind etc.

I think you might have missed my post above where I describe why no typical fixed wing aircraft can be optimised for cruise, if it must also accomplish configurations for take-off, landing and climb. The only way you could do that with a combustion engine would be to disable and fold propellers...
