CA DMV site still list the latest decal as expiring on 9/30/2025.

There’s no renewal process for these decals; once they expire, the vehicle no longer qualifies for solo HOV lane access unless the program is extended by state and federal legislation. In fact, there’s a new law (AB 2678, signed in September 2024) that would extend HOV lane access for qualifying zero-emission vehicles until January 1, 2027—but only if the federal government agrees to extend its authorization. Without that, September 2025 remains the cutoff.
