I am on 2026.2.9.1 and it finally appeared this morning (been a couple of weeks since the upgrade). Noticed the blue dot on the menu and saw it. Took a few miles to configure, but have not driven anywhere since this morning to test it.
It appears to be a back end activation. You get it when you get it l.

I received 2026.2.9.3 yesterday morning (previously on 2026.2.9.1).
When I went out to take the CT out for its first drive on the new software, ANC was there. It never showed up on 2026.2.9.1.

I just got 2026.2.9.3 on my 2024 AWD FS and still no ANC. 
Probably need to take it for a drive and kick off some kind of calibration.

FS Beast, on 9.1 - ANC took 2 weeks and showed up with blue dot on main menu icon....deaf out of 1 ear so I'm not the person to give feedback on how it sounds!...but can get it on 9.1 is the message.
