Airbag - Manually. Turning Off Passenger side?

Is this possible? I think it auto turns on > 50lbs but if I determine best off for a kid, I want to turn off, I couldn't figure it out. Any ideas?

transport Canada says a kid under 13 can't sit in the front seat with an active airbag and it has to be turned off.
