Yes ANC only works at very low volumes and it is hard to tell the difference just yet. Remember this is being rolled out slowly even after we got the software it still wasn't being turned on right away for reasons.
This is the first version of the software for this in the CyberTruck. It will likely get better over time. For Model S ANC it was found to be most effective on rough roads at lower speeds. Some only noting about a 3db change. Wind noise wasn't affected.
I would say it is likely that as time goes on it will improve and cancel a wider range of noise.
Currently ANC is used to block engine noise (we have none), and low frequency road noise. Most cars are around 3-6 db reduction. Jaguar Land Rover is around 10 db. So there is definitely room for improvement and we know Tesla features get better over time.
