I think that most (and I mean MOST) drivers would be mature and perhaps even curious enough to simply allow this blue-lit car to drive and see how it does...
I guarantee those drivers would avoid the red lit vehicles. ?

Any Level 3 or above autonomy has to work when humans spill into the space being navigated by the AI. What if there's an accident? A break-down of another vehicle? Just someone who wanders onto the road?

So really, what is now called Level 3 thought 5 are just legal categories, not really levels of AI smarts itself. Level 3 will have to be able to navigate and pull over in the event of an emergency, which is pretty much the same AI level as Level 5.
