Does anyone know what the plastic film on the outside of the light bar brackets is for?

So existing light bars without the bracket have to be replaced to ones with this bracket? Or can the bracket be added to existing light bars that don’t have the bracket?

The brackets could have been added to an existing one. However,for us CYBERBEAST owners who did not have the adhesive tape as per the recall, service replaced and installed the brackets. My orginal one was on solid for quite some time.
