I have not experienced FSD blowing the horn. Is it capable or not allowed to do so?

Right. FSD wants the driver to be the judge of whether the babe is hot enough to get a little toot or not!

That's a joke of course, but in my 46 years of driving on public roads I've found very little use for a horn (besides to tell another driver "your bad" or "go, the light has been green for 5 seconds!". In split second emergencies, I almost always just take evasive action rather than trying to get other drivers to react to my horn (it generally doesn't work in time, even if it makes you feel better for using your horn to call them out).
