Let's talk solutions. The LEDs are addressable by the car's computer and can be controlled via PWM. There could be a software solution involving driving the LEDs in such a manner (when below 0C) that they output a percentage extra heat while staying within the designed thermal limits of the LED chips. I'm not saying you can double the heat output, but you might get yourself an extra 20%-30% heat without over-temping the LEDs.
