There’s nothing about it’s placement that’s “last minute “. They’ve been designing this truck for years. They’ve had a plan for that camera for years, guaranteed.
Its placement, more than likely, has to do with the functionality of vision system for FSD.
Monday morning, engineers, and designers.

Despite people's assertions that Tesla plans these haphazard things decades in advance.

This looks adhoc , probably after realizing something with the visual data.
Maybe from the windshield?maybe after they realize moving the third came from up top may not have been a good idea.

But yeah this fangtooth housing was meant to looked like that.

Camera is for FSD as well to look around the corner without exposing the nose to traffic.
