Assuming the new tax credit passes and it stays around for several years, if I get a lightening in 2022 and trade it in for a CT in 2024, would I be able to get the full tax credit on both?

Without seeing the bill it's hard to say.

Last credit I believe was cut off at the dealership.

My Oregon credit has some stipulations about keeping the car registered "in state" for 2 years. Its not entirely clear if it means I need to keep it for that entire time or not.

Either way, be careful. It's not entirely clear what resale on this guy is going to be like. Bolt owners were quite perturbed with resale prices of their vehicles. Seems like the F150 won't have as much of an issue, but you never know.
