Arrow is almost exactly parallel to that dude's shadow.I went back to the original video, and the light is coming from the side almost 90° to the side.. I don’t think it’s a reflection of the pavement. It may be something to do with crash worthiness for pedestrians. A new bumper design?

My Android Pixel does the same thing. I thought all phones had that set up on them but apparently not.In this case, it was likely an iPhone camera which records a few seconds of video on either side of the still. It's likely the photographer just snapped a few quick shots which sucked so they made some crappy videos out of it. We looked anyhow.
