If there's an issue with comprehension, sure ok it'll screw you over.The rule is specifically designed to reduce people's ability to use the full credit amount. It does not prevent fraud, misuse, or any other nefarious actions by customers. So yes I feel it's only there to screw over the customers, even if they read a understood the rules, it still makes it harder to get the full value
It's not even needed for accounting purposes. The expiration date allows them to earmark the credit to a specific fiscal year.
