When is the right time to make the final payment?

In some instances it depends on the delivery location. In my case (Iowa), Tesla is not a recognized car dealer thanks to the Iowa Automobile Dealers Association lobbying the incestuous legislature here. In any event payment was required before my truck could leave KC to be transported to Iowa since it's technically being sold in Missouri to avoid Iowa law restrictions. Fortunately we have 2 service centers in Iowa so can get the vehicles serviced....just no auto sales.
