That shows the wall connector is limiting the max current to 23 Amps. Possibly due to heating. Was it giving three red flashes?
Which Model 3 do you have?
I didn’t notice if the charger was showing red. I have a 2019 AWD long range dual motor Model 3

Gotcha. Do you have the 3 limited to 40A? My searching indicates it should be able to do 48A.

And the WC is on a 60 Amp circuit?

Frankly I never noticed, and just assumed my model 3 was charging on full available amperage as it was always charged to my setting at my set departure time. I had my wall charger installed by a certified tesla installer or professional id say lol. I just said 40amps as I thought that was the max. I see it’s 48amps now. My truck is now charging at 48amps after I unplugged it and plugged it back in.

24/48 or 24/24?
What are Wall Connector lights doing?
I just checked. Was hard to see as the Cybertruck blocks my view of the charger. It’s flashing red 3 times so I see that it’s overheating and probably why I’m getting limited. I don’t know if it’s just because of weather here, or if it will be an ongoing issue. It’s very hot here in Central Cali right now.

Yeah, hot ambient and high draw for a long time can do that. You could try setting the Cybertruck to say 32A and unplugging (optionally wait a bit) and repluging. If that works, could try 40A.

If unplugging and plugging back in fixed the problem I would guess this is just a software/timing issue that just glitched on the first connection. If it continues to do that then maybe a problem, but if only once and the M3 has always charged at the max amperage on the same wall charger I would not worry about it, again unless it continues to do this.

If you are on a 50 Amp breaker, that is normal. If you are on a 60A breaker, the wall connector is either set wrong or limiting it to 40 for another reason (perhaps thermal).
Vehicle is maxing out the advertised current capacity.

Like the thread said: the EVSE (electric vehicle service equipment, aka connector) limits based upon adapter and temperature. Try to plug and unplug it, make sure the electronics are cooled down and can reset.

For instance, if you're using the the NEMA 14-50 adapter, it will set itself automatically to 80% of the plate amount for the constant charging rate.

Or if it's near 100F, and direct sunlight on the Mobile Connector or plug, this might trigger a thermal sensor which will need to cool down.

Update: I unplugged it, and plugged it back in. Now it’s at the full 48amp charge rate. Any idea why it would have limited me to 23amps before?

if the charger detects the charging wires get to hot, it limits output.

Yeah, that's the idea, though the sensor merely in the plug, not the wires themselves...

...But if a plug or adapter isn't seated firmly, it could cause it to heat up. Or not communicate the temperature correctly and make it think it's hotter than it is.

Unless it's the recent versions of the Tesla Mobile Connector, those limit themselves to 32A max, even with the 14-50 adapter (versus 40A = 50A*80%).
