What does anyone plan on doing with the rust on the hubs.

Clean it and then cap it. Its happened to every car I've ever owned.

Once you clean,apply a little white lithium grease and reapply every six months. As mentioned get some caps.

Phosphoric acid will dissolve light rust and passivate the surface by turning it into iron phosphate. You can buy it cheap at most hardware stores, brush or spray it on, let it sit, repeat if needed, then wipe off the excess while still wet. It will probably leave an uneven colored surface so you'll still want to cover it with a wheel cap, or paint it.

It's just surface rust that you'd find on any vehicle. It can easily be wiped off with some wd40.

I wonder if there is a treatment to put in it behind the cap.

If you put a few coats of vehicle wax, that would probbaly do it.

For now you need aftermarket covers.
Tesla recalled the aero caps due to them destroying the sidewalls of the tires and has not produced new ones.
Some people selling 3d printed ones that should get you by.

Brush it off and then spray some CRC 06026 Heavy Duty Corrosion Inhibitor on it. That dries hard and protects the surface like a wax layer would. Can also use Woolwax or Fluid Film.
