What POS electrician installed this without a properly sized CB and wire gauge for EV charging? Electrician 101 should have taught them that the CB rating isn't for 100% duty cycle...
It's an off the shelf RV panel, not an EV panel, and the breakers are properly sized for the outlets.
That said, as long as it's fed by at least a 40A circuit, there shouldn't be an overheating issue when plugging in the current generation Tesla Mobile connector.

Phase connection is sus though.

While that's entirely possible, it's less likely than an issue at the panel. Seems like a lot of confusion around how the mobile connector and the car interact. Not an indictment of the OP, but I've never heard of a single case where a mobile connector failed allowing more than rated amperage, let alone one that failed like that and still charged. I've seen tons of cases where a receptacle or panel failed due to an oxidized or loose connection.
Nor have I, but their narrative mentions charging at 40+ Amps in a couple places 🤷‍♂️

Ah, they used an old RV power box with improperly sized wires and CBs. Nevermind, I thought they had it installed for this. I think the mobile charger only allows up to 32A regardless though. Something's fishy. More likely the screws were loose and the terminal heated up.

The RV box does have proper breakers (I have the same unit), but yeah, the phase cable connection looks like it went resistive.
If the mobile connector advertised over 32A, that's definitely not right either.
