The truck is insulated from the ground by the rubber tires. I'd be surprised to find anything that moves through the wind and is insulated from the ground that doesn't show a charge difference. That's what static electricity is. Cat noses are especially susceptible to static discharge when coming in contact with young boys' fingertips....or so I've heard.
