Hurricane Helene produced some damaging stories of Teslas burning when battery packs come into contact with salt water. I make the huge assumption that the videos are legitimate, but if they are might be worth investigating whether an aviation solution is worth exploring. Jet engines contain fire bottles - usually compressed halon but, in the case of Eclipse jets Phostrex (dry extinguisher). If there is a common ignition point then a fire bottle would put out flames.

Water intrusion (particularly salt water) into the pack will create current paths and possibly a short. Once a cell reaches critical temperature, thermal runaway starts and is very difficult to extinguish.
