Does FSD recognize flashing headlights for OK to go? I am noticing when at an intersection, people will flash their lights as an ok to go, FSD doesn't seem to recognize them.

I would hope not. That's just a courtesy and in no way means the intersection is clear or safe for the other driver.

But it happens more when on FSD with how long it sits at stop signs.

It does recognize social cues like that, but will often times ignore them if unsafe to go. FSD does prefer that people stick to the legal right-of-way.

Ive had it go when people flash or wave me on, even at road closures. I think one of the release notes indicated that v14 has better recognition of these things.

I drove past a broken-down city bus last night, with its flashers on, and FSD slammed on the brakes like it was a school bus. Once we got a little closer, it decided to proceed, so I guess it figured it out.

I’ve had FSD go on an unprotected left when a head on car stopped and flashed its brights for me to proceed.

FSD is more likely to take the suggestion than I am. If someone flashes at me indicating they are trying to give me the right-of-way, but I know I don't legally have it, I will either wave them out the way or just ignore them. Because another motorist cannot legally grant you a right-of-way that you don't already have.

Having said that, there are a minority of such situations when it makes sense to take a right-of-way that you don't have. About 80% of the time another driver is trying to give me the right-of-way it is completely unnecessary and ill-advised for them to do so.

It all comes down to knowing the rules of the road so people don't have to do stupid things like that (even though they think they are being helpful). Sometimes they force an entire string of cars behind them to slow down and stop, simply so the one car (you in this case) doesn't have to wait another 60 seconds. I wish these "helpful" motorists would see the problem they are causing. The rules exist for a reaso, just follow them unless there is actually a compelling reason not to.
