Claims the cybercab is HW4+ and the cameras with built in washers will be upgrade options for vehicles looking to upgrade. No HW5 for vehicles.

HW5 will be in vehicles. What else are they going into? The robots are 5-10 years away. They can have the HW8. The vehicles will continue to get upgrades making more and more possible as other companies match Teslas capability. Rivian is starting with what is essentially HW5. There is no waiting around and just trusting HW4 to see you through the future won't work. Tesla's FSD lead is maybe 2-4 years with advances in AI training methods. But I do like the confidence of Hw4 because that means maybe I get to sleep on my commute some day,
