Here in San Antonio 90% of the time or more the people driving in the HOV lane have no passengers. They just want to be faster and avoid traffic. I have a theory about the types of people that do this but I will just keep that to myself. It would be nice if there was some enforcement. Otherwise just turn it into a regular or toll lane for Pete's sake!
