Looks like road tar. try and bug and tar remover and if that doesn't work hit it with a mild abrasive like ScratchX.

Windex works great for road tar.

May be the urethane they use to install the windshield. Is it sort of flexible?

Install some PPF on the light bar. Then if it happens again replace the film.

I got enough off i cant see it, with windex, i see a few other spots which came off also with windex. Since it didnt bake on, i think i can keep up with it
