Disturbing, but to paraphrase Inigo Montoya, “I don’t think you you’re seeing what you think you’re seeing.”

It appears to me that very revolting display is someone improperly disposing of peritoneal dialysis fluid, not urine. The tubing is way, way to long for urinary catheters. One of the bags is empty, the other bag is full. With PT dialysis you start with one bag full and elevated with the other empty. The fluid then goes into the peritoneal cavity, sloshes around for a while and accumulates waste, then gets drained by gravity into the lower empty bag.

Their disposal method is neither hygienic nor an approved method of disposal, but not necessarily a biohazardous situation. They deserve a stern lecture and a dope slap.

And some past articles on the subject considered them "biohazards" to roadway crews picking up trash along highways and mower crews running over and bursting them.

Trucker bottoms are very different than peritoneal dialysis fluid. It’s not urine. Still, disgusting in their method of disposal.

I think that's why they're called "trucker bombs", when mowers run over them they burst into a "bomb of urine spray". By then the urine is not 'sterile'.

By then the urine is not 'sterile'.
Even if urine is by default sterile has no bearing upon if a soda bottle (which wasn't sterile) filled with urine (which isn't sterile if the bladder was infected, affected by diabetes, etc) is.

A fence that only works when it's not needed isn't really a fence.
