I'm sure it is. No way you have a receiver hitch without trailer wiring

What about trailer brakes needing 12v’s to operate?

I'm pretty sure Tesla and the engineering team has thought that through.

Stepping down voltage is simple. For the time being, it will probably be the default voltage sent to the trailer connector, but with an option to be able to send 48 v when trailer and accessory manufacturers adapt their electronics to the higher voltage.

Indeed. The trailer connection needs to supply 14 volts for trailer battery charging for emergency brakes and for travel trailer power, as well as 12 volts for turn signals and brake lights and running lights. and then there are the braking signal and power for electric hitch lifts.
I would imagine that they will provide 14 volts at the rated current of the standard 7 pin trailer connector, and as the wireless smart connection to towed item is developed, a specialized higher current connector maybe with a 48 volt and maybe with a 120 volt circuit will develop.
But for now, the standard trailer connection system must be accomodated!

So currently, while towing my Airstream I have a rearview camera monitor that displays the area behind my trailer and handheld trailer brake controller, both of which plug in to cigarette lighters. Since the Cybertruck has no cigarette lighters how would these work?

There will be USB adapters. Or AC adapters.

I know this sounds silly, but the USB-C standards allow it.
