Could it be that Tesla is factoring in the optimal way to spread out deliveries in order to gather widespread FSD data in the most efficient way?

No, it's not FSD data that they are after.
Basically, CA and TX were announced as first, then they rollout into other states. It appears that they have to get the Service Centers ready to support the truck as well.

There seems to be some limits on the number from each state, which means that CA doesn't get them all.

My fiancé and I both made reservations, our numbers were thousands apart, reservations made hours apart, but live at the same address, and received our order invite within 20 minutes of each other, in Connecticut, not Texas or California. That kind of makes me think that it is definitely based off of location and trying to spread them out equally once they have techs trained. The service centers initially trained were in Texas and California but they also can’t over saturate those areas if something needs to be fixed.

no, everyone is forced to have FSD now if you are getting a foundation series anyways what you preordered with is meaningless.

If you look at the deliveries by states, they roughly match the population of the state. CA, most populous, TX, second, maybe NY doesn't fall in that line.

Where did you read this?
CA and TX leading the way was announced, I think by Elon back in November. Service / Delivery centers seem to be obvious. Limits to each state is also obvious. CA alone would kill deliveries for the rest of the country for a few years.
