Recalls can be looked up by VIN here

Maintenance Summary is in the vehicle via touchscreen
https://www.tesla.com/support/vehicle-maintenance

If you are buying it from a 3rd party you can ask them for a screen shot of the Maintenance Summary screen or from their Tesla mobile app under Service -> History
