When I had my Harley, I made a bracket similar to this to display the state safety inspection sticker.

Could something like this be used and mounted next to the rear license plate?
They sell one on Amazon, state inspection sticker holder

Yes, RPM Tesla sells a $15 decal for the decal. I used it and it works. You put a matching sized decal on the location then place the decal over it. When you are ready to remove the expired HOV decal they both come off without damaging the PPF. https://tinyurl.com/274wuyqw

Put down a less aggressive vinyl (preferable removable) underneath it.
