As someone who lives in the Northeast, I've had plenty of times where snow or ice in certain conditions has covered my headlights on every vehicle I've ever owned.
It's definitely typical brake dust and/or iron from the rotors. A good wheel cleaner like the one I mentioned above will take care of it.
While brakes may not be used as much, they are used regularly even with one pedal driving. There is also a system to scrub the brake discs regularly...

150GB per day sounds way high. Are you sure that number is correct? For comparison, my CT uploads 10-30GB per day depending on how much driving I do
