My guess

If the pack came from US, and hypothetically was faulty... why take it apart.
It's not that.

If they were complete batteries, it would go to recycling. That doesn't look like a battery recycling dumpster.
I'm guessing some equipment is being commissioned / tested / staff training / in the main building.

Yeah, they're in the scrap metal, not the lithium recycling bin.

So they're probably empty cans. A test run, a prop, etc.
