This is getting worse as they continue to add more vehicles that can charge at the superchargers and are not building or expanding new superchargers at the same rate.
More congestion and higher fees.
I just wish Tesla would start double charging people who needlessly take up either the handicapped spots or the towing spots.

Assuming you were triggered by this notification? On my trip to TX I got it at every charging stop, regardless of how bus it was or how many stalls there were. I don’t recall seeing it earlier, maybe this is something Tesla added in a latest software release?

I believe this is just “info” that IF there is congestion, this is the fee they will charge. Not that this fee will be charged regardless how busy the location is.

In practice I have noticed that the phone app will tell me that the congestion fee will kick in when it calculates the charging time. It even pings a message that “in five minutes you reach 80% and congestion charges will apply” (not verbatim, from memory). Both supercharging locations close to my home can be very busy. At busy times I get the noticifaction, at other times not.

And I agree on the route planner being conservative. Almost every time I reached the next charging stop with a few percentage points more then indicated at the start of the ride.

I check the next SC location and decide if I want to stop there or not. My decision is based on safety. Sometimes I want to skip a station.
You mention safety. Do you really think there are super charger locations that you want to avoid for safety? What would make a location unsafe?
Just curious, because all the locations that I have ever used never felt unsafe, or were in sketchy neighborhoods.

Remote locations, where the store(s) went out of business, or anywhere a waffle house...

If you use the routing function you will almost never be charging above 80% on a road trip. Just enter the destination and relax. Not many routes in the USA will be over 200 miles without a SC.

Stretching the mileage between stops and filling over 60% SOC ends up costing you more time. Trust me on this or use A Better Route Planner and it lets you customize "least time" or "fewer stops"

Curious where you are routing without SCs?
I will be towing a camper.
