Roads cost money.
And DMV’s everywhere are clearly the best organizations to collect said money to offset the costs and distribute it because they have repeatedly demonstrated how efficient they are.

If there was a reliable way to do it, road usage fees could replace tax on gasoline and diesel. It could be based on:
1. Miles driven since last registration
2. Weight of vehicle

When selling a vehicle, the owner would be responsible for the fee up to the mileage on the title at sale. The purchaser would be responsible for mileage past that point.

All I’m saying is consider who is handling and how that money is being handled and at what cost the next time you’re sitting on a bench waiting to stand in what is hopefully the correct line holding a little ticket that says #1637.
Also consider how much of that money that they will be collecting actually ends up with the DOT maintenance division and/or the federal highway administration and what percentage of that percentage goes towards buying supplies and hiring labor to maintain roads.

I really like this idea. Arguably a semi driving 600 miles a day costs a lot more in terms of maintenance impact than a pinto commuting around the corner.

True. Everyone pays their fair share to maintain their roads. ICE is happy because "gas is cheaper", EV is happy because "Everyone pays the same".
Further, it subtly persuades people to buy smaller vehicles... Sort of like gas prices encourage more efficient vehicles. It's not IN YOUR FACE, but it's subtly there.

This method doesn't really change much. People who buy big vehicles or drive big rigs, pay more now through gas tax anyway.

Further, if it comes out that it's more expensive to maintain the roads, an across-the-board change to the fee solves the issue and is fair to all.

The fee would then be set sort of like this:

(In Maryland)
Current: F-350 that gets 16 mpg is paying $0.47/gal which is $2.9375 per 100 miles or $352.50 for 12,000 miles/year.
Current: Toyota Camry that gets 47 mpg is paying the same $0.47/gal or $1.00 per 100 miles or $120 for 12,000 miles/year.

Future: A x B x C = Annual Fee
A= number of 10k miles (12,000 miles = 12.000)
B= weight to nearest 1,000 (8235# truck = 8)
C= Fee Factor... This can vary to make sure total revenue each year is enough to replace the old gas tax... There could be a lingering "emissions fee" of, say, $.05 per gallon so that people who jump state lines to get "the cheap gas" would be contributing as well. Eventually, states that didn't fall in line would see their fuel sales tank until they would be forced to change their revenue model.

Two examples:

F-350:
12 x 8 x 3.671875 = $352.50 per year driving 12,000 miles

Camry:
12 x 3 x 3.671875 = $132.19 per year driving 12,000 miles

Cybertruck (Beast weighs 6,898#):
Current: $0 through gas tax but taken via EV Fees.
12 x 7 x 3.671875 = $308.44 per year driving 12,000 miles

F-350 weighs 8,235# and drove 12,000 miles.
Camry weighs 3,240# and drove 12,000 miles.

For the youngsters... # is not only a hashtag, it is a Pound sign.

As a Pound sign, it puts a whole different spin on that whole #metoo campaign.

Sure, except some people are "more fair" than others.

Texas collects ~$4B in fuel tax, but spends $14B on roads. Even that $4B isn't fully dedicated to roads, since the Texas Constitution states that "three-quarters of the state’s motor fuels tax revenue is used to build and maintain public roadways", and the rest supports public education.

The Federal "Highway Trust Fund" collects about $40B, but has been running a deficit for decades, for obvious reasons: gas consumption has leveled off due to higher MPG standards, and the value of the tax has been eroded by inflation.

The US spends about $250B/year on roads, but the fuel excise taxes provide only about half that. There was always going to be a funding shortfall even if zero EVs were ever sold.

The DMV does not distribute funding any more than the IRS does. They just collect.

The fees are being collected to offset the state $0.23/gal gas tax (collected for the transportation infrastructure fund) that's not being collected due to the alternative fueled vehicle
What if I promise to buy 10 gallons of gas every month and throw it away? 🤔

Fun fact: Ohio collects sales tax on the "core charge" for automotive hard-parts, but does not refund the tax when the old part is surrendered and core charge refunded.

Or at least, they did this back in the 90's when I worked in the automotive IT sector. Nearly every day a customer would scream for a refund, and we would just point at the framed copy of the law behind the counter and tell them to "write your congressman" lol

Wouldn't surprise me. They also tax rebates.

That's right, they tax the amount of the discount.

$200 for an EV sticker here in WY. Electricity is .16 per kilowatt hour so between the Y and CT even with the extra cost it’s still way better than ICE (we are ICEless).
