The component you're designing is called a servo.I suppose a bi-directional motor with some type of controller/sensor setup would be possible when there is no need for linkage between two separate blades.

Assuming that the highest wiper speed is one full sweep (and back) per second, covering 4 linear feet each direction, the speed works out to around 5 MPH.What I'm worried about is...

That's not how wipers work. The motor/gears turn in only 1 direction. Oscillation is provided by the linkage armatures.When it's flying one direction, then slams to a stop and moves back in the opposite direction, the gears will push themselves out of alignment.
