I am looking for some suggestions on enhancing and clarifying video from my Cyber Truck.

I was a victim of a hit and run, have video of the vehicle and the individual, but am unable to read the plate. Any thoughts on how I might clarify the video. Pretty good video from about 25 feet but can't make out the plate.

The clearest you will get is off the usb, phone app will not be good quality. Beyond that I don’t know what you could do.
