Each state defines what colors you can have differently. Red and 'flashing' are the only ones prohibited at the federal level.

Yes colored lights are regulated. White and yellow are allowed facing forward. IDK if I'd risk it with as much attention as the CT gets as it is. One grumpy cop, and... Of course parked (Probably not on a public roadway tho) you can do whatever

In Virginia volunteer firefighters and rescue personnel can run flashing red lights when responding to a call, driving to the firehouse.

Maybe! I've never had a cop pull me over for that, and I've been pulled over dozens of times for BS.
...Weirdly alot less since I started driving new cars...
