Just so I understand, there isn't a specific size of ball mount required for the Cybertruck right? When I look at the manual it doesn't give any specific length requirements like it does on the Model Y manual. So you just get a 2" hitch that supports the amount your are towing?

Realize I’m stating the obvious, but make sure you’re getting the right size ball. 2” may be too small depending on what you’re towing.

Like most real hitches, all you get is the receiver. It's the same for the Model Y.
You will have to go buy the shank with the appropriate offset and the correct size ball.

Walmart has these readily available in stores, so no need to worry or panic.

You need to make sure that you get the shank with the appropriate offset so that the trailer stays at flat. You don't want it nose down or up. You will see shanks with 1,2,3 or more inch offsets. They can usually be installed either up or down.

So before getting one, put the car and the trailer, level, next to each and then measure the offset.

Receiver and shanks are all pretty much the same, except that there is a smaller version, which is obviously much smaller.

The setups aren't that expensive, so you can have a couple, along with a couple of balls and the necessary wrenches, all at Walmart.

I think CT manual doesn’t have shank height because the ride height is adjustable unlike Y. Stating the obvious - Ball mount size is based on the trailer coupler size and not the tow vehicle receiver size. You can have a 2” square receiver with 2” diameter ball mount or 2 1/4” ball mount or even a pintle hitch mount that doesn’t even have a ball mount. I recently used pintle hitch to tow a dump trailer. If you are worried about Shank height, you can get height adjustable hitch mounts. If you decide to tow at max height during off road, you can adjust the height on hitch mount. I’ll get one of these to tow with CT.

FYI, I updated my original post, they eventually updated the manual with similar requirements like the other Tesla's that can tow. The problem for me is I already bought my shank, hopefully it will work.
