again, cheap shelves with no max weight spec, i'd avoid

That looks like the shelf I used.
Def need the three bars underneath
Considering these are only 22” deep with a 35” tire, 6.5” overhang on each side creates edge torque

I can't find the reference, but I think Tesla (Wes?) recommended having the tonneau open if you are doing jumpy stuff.
Yeah, make like a Kangaroo!
Only the Joey don't like ' Jumpy Stuff' down in the pouch!

..... With all the brilliant minds here.. Who's going to design one so the tire will slide out on rollers or pulleys?? I was thinking of the strap idea and letting the tire sit on the bed and then cranked it up if needing the full bed. I've ordered some parts to try a few things.. Now more...stare and think.......and all the great advice you all come up with - thanks!

You could hoist it up on the roof of a bed cap. Is that what you mean?

I was sorta thinking out loud......more like rails on each side of the vault that would have wheels so the whole rig slides the tire from the back to the tailgate to make removing it easier. Our blow up tent needs room and this old man doesn't have to wrestle with the wheel and tire as much.....But just strapping it down and rolling it out is probably the easiest answer and ratcheting it up higher with the straps when needing the full bed like the OP original idea.

My take on this idea. I used L track fittings that had a threaded boss (3/8 fine thread), some chain, eye bolts and the molle shelf off Amazon. It has 11 inches under the rack and I put pipe insulation on the sided to prevent scraping. It does not swing. L track amazon link.
For the eye bolts to add extra strength, I mounted the attach brackets that come with the molle panei to the under side and drilled through both and tapped the hole to 3/8 -16. Worse case scenario is the eye bolts bend and the rack drops slightly. @Fabville provided the color commentary to encourage the upgrade from my original less appealing prototype.
