I have not seen this discussed here and found out about this today.
Canada's luxury tax does not apply to vehicles with GVWR above 8,500 pounds (3,856 kg):

3,856 kg = 8,501 pounds.
According to EPA filings, the CT has a GVWR of 9,169 pounds in both Dual and Tri-Motor variants.
Since the CT is above that GVWR, it appears to be exempt.
I guess we'll have to confirm once the vehicle crosses our border but unless I'm missing something it appears we're good on that front.
We still don't know the official price in Canada but that's a few thousand dollars saved, especially if you wish to add FSD (16k $CDN current price).
Using Tesla's conversion rates for other vehicles, Dual-Motor before FSD and other options is approximately 110,000 $CDN.
