Although the police may not care, your insurance company will. Pass on all the info you and others in this forum have found and I bet they will track down his insurance company and make him pay.
This is the right course of action. It's not that the police don't care, it's that they need a crime in PROGRESS to be able to do much. They just don't have the kind of authority to go after someone after the fact anymore unless it's a court ordered investigation.

Your insurance will have a method to pursue this person financially and it will increase their premiums, especially if the repairs you pursue are expensive.

I'm glad the damage was minimal due to the PPF and I'm glad you're safe. It's hard to say if it was intentional or the driver was oblivious.
I usually like to give overly fast/crazy drivers the benefit of the doubt that they just really need to go to the bathroom as opposed to being selfish to the point if putting others in danger.
Since someone was able to find the vin and it matches the make/model it will be interesting to know how this saga concludes.

Subpoena the cell phone geolocation records of all the major carriers at that time and location (they can narrow it down quite a bit).

Near 100% chance the person that (purposefully) hit you had their personal cellphone on them. The vast majority of crimes like this are easily solved with geolocation data.

I doubt the accident was intentional, I think he just did not look at the road and accidentally drifted to your lane. Probably looking for something in his bag or something like that. He should've stopped after, though.

I'm inclined to agree with you. There's really no show aggression, until BAM. But he/she does speed up and slow down erratically. My guess is they're under the influence of something, knew it, fucked up because they were not paying attention and are high/drunk, and panicked.

Bad idea, you are in an armed confrontation at that point. Vehicles are weapons. Not to mention other weapons. He did the right thing to let it go and seek help from the community, insurance, and law enforcement.
