It reports tire pressure digitally but if it’s deflated I’m used to inflating and testing at the pump. I’m not sure what this utility does that’s special?

That is the Tire Pressure Monitor Sensor (TPMS), a device that is installed in each of your Cybertruck's wheels. It works automatically, wirelessly sending data reflecting the tire's air pressure to the truck's computer. You can view your tires' pressure on your truck's display, in the lower left corner. See the owner's manual for more info. That data is also shown on your Tesla phone app's Controls display; click the psi icon on the upper left corner.

Tesla recommends replacing the TPM device when replacing a tire and they've made it easy to buy them online.

I've always replaced TPM's on my vehicle when they fail - and they have lasted far longer than tires. Most "failures" are just the result of the sensor's battery wearing out; the battery's lifetime is typically a decade. I hope this is the case with Tesla's TPMs.

It tells the car what your tire pressure is, so it can let you know if you need to air up. It’s built into the value stem, the purple part goes into the tire, the black part is the value stem. Theyre in almost every car made since 2008.

Does any one know how this thing works (Cybertruck Tire Pressure Monitoring System). The utility looks overly complicated. Does it have an electronic screen or something.

It's part of the TPMS monitoring system that works on Teslas. If your air pressure is low, a card will appear showing you the pressures.
You can see it in the app as well as left swiping the currently playing window. Also I believe that is is on the Settings - Service screen.
