How? You'd need really specific angles, and you'd be able to move your head to avoid it.

Crissa i don't know how old you are but i remember those 80's trucks with just that 1 chrome bumper managed to get you right in the alot. It was very annoying even at night when you'd have your headlights glaring back at you from the reflection.

I know a few years ago mirror tint was outlawed and you no longer see that product anymore. We had a local guy gold-chrome his lambo for a rally and he was stopped by the police for that. Not too many dummies doing this so not sure about law but if its considered a hazard, they can ticket you.

...They are curved and recurved. Flat surfaces only have a single angle of return, but a curved surface will act like a convex or concave mirror, giving many angles to focus the light back at you.

At any rate, I don't know any laws about mirror finishes.
